6.5 Speed Limiters

Method of Inspection
Reason for rejection
This inspection applies to all vehicles which are required to be fitted with a speed limiter.
Vehicles requiring a Speed Limiter
Vehicles required to be fitted with a speed limiter are
Vehicles with more than 8 Passenger seats and
. a maximum speed in excess of 100km/h (62.14mph) if a speed limiter were not fitted, and
. with a DGW not exceeding 7500kg and first used on or after 1 January 2005, or
. with a DGW exceeding 7500kg and first used on or after 1 January 1988
Note: Vehicles with a DGW not exceeding 7500kg with a Euro III (or later) engine, first registered between 1 October 2001 and 31 December 2004 are required to be fitted with a speed limiter. Specific identification of these vehicles is not required; however, if it is obvious that a speed limiter is fitted then it must meet the requirements of this inspection.
Modified Vehicles
some vehicles may have been modified
(e.g. by changing the rear axle ratio) and will no longer be capable of exceeding 100km/h. If a vehicle presenter claims that this is the case, he must produce a signed declaration stating the specific reason (e.g. low ratio axle fitted) why the vehicle is no longer capable of 100km/h. Such declarations should be kept for 18 Months.
Note: Speed Limiters wired through ignition switches are acceptable, but other devices that could enable the speed limiter to be switched off while driving are not.
Tamperproof Devices
Mechanical and electrical connections that require the use of special tools, normally only available from vehicle/component manufacturers, for disconnection or adjustment purposes are acceptable instead of the type of tamper-proof devices refered to in MOI 6
Modern tamperproof devices are electronic and are therefore not possible to check.
Speed limiter Plate
1. Check that a speed limiter plate is securely fitted in the driver's compartment in a conspicuous position.
Note: if a plate is fixed to the driver's compartment window it is acceptable for the details to face inwards or outwards, providing that exterior facing plates can be read by a person of average height
2. check that yhe plate is clearly and indelibly marked with the speed at which the speed limiter has been set (the speed may be shown in mph or km/h)
Note: The Character and composition of the plate and size of lettering are not important providing the details are legible.
Speed Limiter

This inspection is confined to those parts that are readily visible without dismantling.
3. Check that a speed limiter is fitted and secure

4. Check any exposed actuating rods/cables for disconnection or damage
5. Check any visible electrical wiring that energisesthe speed limiter for disconnection or potential easy disconnection by unautorised means.
6. Check as far as possible the presence of tamperproof devices such as seals, lock nuts, pins, wires, plastic inserts, sealing compound or sealing paint on mechanical and electrical connections.

3. A speed Limiter not fitted or insecure
 
 
4. Actuating rods/cables disconnected or damaged to the extent that the operation of the speed limiter is obviously affected.
5. Electrical wiring is obviously disconnected or can be easily disconnected by unauthorised means
6. Tamperproof device missing or defective, or showing evidence of obvious distubance.
